The project can begin with simple practical steps: shared calendars, secure accounts, better file storage, training, and basic support.

Potential anchor organisations can help by

Support local governance and participation

MEG may be one strong local anchor route if they choose to participate. If not, another suitable existing local organisation, or a new charitable organisation or CIC, may be needed to deliver the project locally.
